Corruption in Pakistan

Corruption in a developing country like Pakistan is not some thing of an unheard of nature. Things in the third world countries keep appearing on the scene every now and then but the force required to control or evict them is missing. Let us try and find out the basic reasons that help corruption-breed and flourish.

The first and foremost contributory factor is Poverty. It is the financial instability that leads to the use of unfair means and adoption of foul practices in every society. With over 90% population living below the poverty line it is natural that they will look forward to any thing that can help their dreams come true.

The second and equally important factor is lack of organizational structure. There are hundreds of organizations but there's hardly a single defined structure. Things go worse when some one wants to do a thing in good faith but the system resists merely because it resists change.

Another important factor is cumbersome procedures that help breeding of foul practices. I was amazed to learn that one of my staff kept running for a week to the office of a "Patwari" in Rawalpindi in order to obtain the "Certified True Copy" of a piece of land he was inheriting from his deceased father and it was done in a minute by spending Rs. 100. He cursed himself like a swine when he came to conclude that he could have saved the hassles this cheap.

Lack of awareness and ignorance of the law is yet another reason which is attributable to the high illiteracy rate. "When you don't know what, how, who and where to get things done, you have to pay for it" is the thumb-rule.
